First check your browser. Make sure you are using Internet Explorer. The file will not open in other browsers.

After opening one of the file options a page like this should show up asking you to install ICF Viewer XO2. Click install. Allow this software to download in order for the program to run. Make sure your pop-up blocker is turned off or allows pop-ups from QPLUSLabs.com.

If the software downloaded correctly a loading screen like this should show.
